Land Value Capture International Practices

The City of Vancouver is examining approaches to land value capture in the context of the current system of Community Amenity Contributions and Development Cost Charges. This report investigates how public-led land assembly and development rights auctioning have allowed Germany and Brazil to capture a majority of the windfall gains associated with land-use changes and infrastructure investments, and includes brief consideration of other land value capture mechanisms utilized in other countries and global regions.
